Yes brown sugar and ginger is safe. However ginger is warming, too much isn’t good, and brown sugar teas are high in sugar. Too warm isn’t good before if we get overly warm, or heaty, we cant take much cooling stuff like liang cha either. So best not to get to that state that you are too heaty. Brown sugars are not necessarily healthy. Preggies have risk of gestational diabetes so do take it moderately. I wouldn’t recommend it as a daily drink.
