As far as I know, CS scars--internally and eternally--take at least two years to completely heal. But that doesn't mean you have to wait that long to exercise. At around 4-6 months, moms are already allowed to do exercises including jogging. Just make sure you don't do heavy lifting.
My Ob-gyn said to me that I can do exercises 2 months after my cs operation. I'm still hesitant now that I'm months post-partum. I think 2 years is already a good time to do exercises. If ever, you can pace yourself and slowly ease in. Stop if you're feeling any pain.
