My lo used to be like this bcos my pil keep overstimulating him and he couldn't sleep for Long if I put him in bed. So in the end I tried using essential oils such as lavender and even though he was fighting sleep he eventually fall asleep on his own. After which I'm more careful towards his activities and keep reminding my pil to look out for his sleep cues and not to overstimulate him.

Maybe try swaddling or pacifier? Can try to put a green bean pillow on her chest so she doesn't get shocked awake by noises? My boy gets shocked easily and I have a dog at home. Might have to try introducing some soft background noise or environmental sounds.

Overtired children fight the fatigue by producing a stimulating chemical. They are actually very tired but find it hard to fall asleep with this second wind. It’s like having too much caffeine in your system.
