My daughter is 15 months old and I’m still cleaning her nose with cotton buds. I’ll just go in gentlly, make a few swirls and pull out the clear mucus. I’ll do it every after shower when it’s wet. Otherwise you can use a nasal aspirator. I don’t clean her nose when it’s dry. Maybe I’ll use wet wipes to gently wipe off what I can see/reach.
