Baby crying before bedtime

Haiyo my baby recently keep crying before bedtime. She is sleepy but keep crying when i sssshhh and rock her (this is how she normally fall asleep) Any tips? I dun think she is overtired though cos the wake window is within an hour to 90 mins and i follow her sleepy cue Btw the cry she having is like inconsolable cry one until the voice like hoarse a bit. Then after i carry her a while perhaps 5-10 mins she fall asleep.
