When do your toddler transit to one nap

My going to 14 mo toddler is taking two naps. Gg to ifc. They say should take only one nap at 1230 (and wake up at 3)...... they don’t accommodate each child nap time?

Developmentally, they not ready to drop nap to one until 18 mo. Why would the school insist on that?
