Is my MIL weird?

Everytime my baby is crawling towards me, my MIL will prevent/stop her and carry her far away from my sight. Whenever my baby whined leading towards me wanted me to carry, my MIL will carry her away prevent her from looking for me? Is she weird but I just find her action very annoying…
