Elective caesarean

My dr Is recommending week 37 for caesarean. Is week 37 too early? For mommies opting caesarean, at which week your dr. recommend?

It is considered the earliest of full term. I assume there's a reason for the doctor to choose that. My first was a breech baby, and we discussed having it at week 39, but the baby decided to go out at week 38. As in, I started to have natural contractions at week 38.
