Before going to doctor, try using baby face cream to see if it helps. If it doesn't, got to GP that's specialize in Pediatrics (PD), they will know what to do with them. Check or google for good PDs nearby your area.

My #2 has it. Apparently dry skin and itchy therefore it becomes like that. Not too worry but remember to keep skin moisturise.
