I agree with the others here. That looks like cradle cap. try gently washing with baby shampoo and using a soft brush or cloth to loosen it. some parents also apply a little baby oil before washing to soften it. Just avoid picking at it. If it looks very red, swollen, or seems to bother your baby, best to get it checked by a doctor to be sure
