Sounds like my child when he use to use pacifier lol.
You can try this. I tried this it worked but there are days when he is.extra manja! Try train your child to keep their pacifier in there mouth.
When she has the paci, gently pull on it so that she pulls it back into her mouth a couple of times (careful not to actually pull it out). Apparently if you do this regularly when you give it to her, (about 20 times) then it will 'train' her to keep it in her mouth. It worked on my Noah. Best of luck!
