Still hungry after feed

Currently feeding my 12 days old baby 40ml of formula milk. If after every feed he’s still smacking his lips, or mouth like finding something, does that mean he’s still hungry and i need to slowly increase the intake ?

Increase it slightly and see if he takes it. In any case, most formulas start at 60ml, so try making tt amt and see?
