Badly needed po

Hello. Baka po may expert jan about the law RA 9262 . Ano po bang mangyayari kapag ung complainant walang sapat na ebidensya like sinasabi niyang sinisipa sila pero wala naman ebidence pero ung nagsasabi is 13 yrs old. Saan po ba papanig ang batas? Need ko po opinyon nio ngaun.salamat
