His CDA account will automatically be created after you registered birth cert and baby bonus through LifeSG app. You will receive a letter from the bank (should be POSB) within 1-2 weeks time. But account will be empty. Once you activated the card, the money will be deposited within the next week.
Alternatively if you have a preferred bank, you can just walk in to the bank to create a CDA account.
