Wa'alaikumassalam! Honestly, 13 months and still learning to wave is totally normal lah, every baby develop at their own pace, especially gestures macam ni yang require coordination and understanding. A few of my mum friends' kids baru start consistently waving around 15-18 months, so don't worry yet! That said, since ini involve developmental milestones, maybe good idea check with your pediatrician just to be sure, especially if dia x respond much to other gestures or instructions jugak.
