Difference between public and private IFC?

Honestly I don't have firsthand experience with both sides to give you a proper comparison, so I wouldn't want to steer you wrong with made-up details. What I would suggest is to actually visit both and ask them directly about the fees, curriculum framework, and meal programmes, because the differences can vary quite a bit from centre to centre even within the same category. Maybe also check with other parents in your area who have kids enrolled, as their on-the-ground experience will be way more useful than anything general. It's a big decision lah, so take your time to compare properly before committing.
