Aw yan ang problema ng maraming babies, lalo na kapag newborn pa lang! Siguro dry skin lang siya around the eyes, pero better check with your pedia para sigurado kung may infection or just dryness, some of my mum friends' babies had the same thing and resolved agad pag tiniwalaan ng doctor kung anong specifically ang need.
