vicks or powder first

After bath, do you apply powder or vicks first on lo? Why? If you dont use vicks, in your opinion which of this 2 should apply first, powder or vicks?

Don’t use baby powder nor Vick’s. Rub Yu Yi oil on baby’s chest and feet
