Help, rashes

My 4 weeks old develop this red kind of rashes. Does anyone know what is this? Isit normal baby rashes or heat rash? Can i use cetaphil lotion on this?

I using Alobaby Milky Lotion for my baby face as she got sensitive skin. You can try is organic based. Yours look serious if I think see PD better at least see whether got some medication for faster recovery.
