Is my 3 month old baby suppose to be flipping by now?

Every baby is different. Babies are individual beings with their own skill sets. My son started to flip before 3 months, but my nephew at 3 months hardly kept his head stead during tummy time. Both are normal. There is no rule that they are supposed to flip at 3.
