What you're describing actually sounds like it could be normal developmental dysfluency, which is quite common around this age when their thoughts are moving faster than their words can keep up, my neighbour brought her daughter to a speech therapist at a government hospital and the therapist explained that this kind of repetition at the start of sentences is often just the child "holding their place" while their brain organises the rest of the sentence. The good news is that since your child is already forming full, clear sentences after that first stumble, it shows their language ability is developing well, which is a reassuring sign. That said, if it has been persisting for more than a few weeks or seems to be getting more effortful, like if you notice tension in the face or the child starts avoiding talking, then a proper speech therapy assessment would really help give you a clearer picture. It is always worth checking with your paediatrician or a speech-language therapist to be sure, as they can assess properly and advise whether any intervention is needed at this stage.
