I think so. Babies crave for pattern and this rocking can be developed as a habit if done every single time. I've read that if you want to make a baby sleep without rocking, you should create an environment conducive for sleeping. A new routine may really help and this must be done consistently to break off the habit

What are your techniques to make your baby sleep faster?

My wife breastfeeds our baby with super dimmed lights and tv's turned off. Then baby falls asleep quickly.
