From what I know, maraming government hospitals doon na nag-accept ng Philhealth, try looking sa Cavite Medical Center o ang various rural health units sa inyong municipality kasi mas mura usually compared sa private hospitals. A few of us from our mum group nag-deliver sa government hospitals and honestly sulit, though you might need to prepare for long waiting times at limited amenities compared sa private, but if budget is tight, that's a solid option talaga, and Philhealth covers most ng maternity packages there. Best call their OB department directly para malaman mo exactly ano ang covered at ano ang kailangan mong idagdag, kasi cases-to-case ito depending sa complexity ng pregnancy mo.
