When to use flash and when not to use flash when taking picture of a baby? Thank you!

No to flash for babies! Especially if super direct. I agree with Jared with babies being extremely photosensitive. Although one study says that incidental exposures such as usage of flash is most likely tolerable, it still better to play safe.
