What happens if the amniotic fluid index is low?

Hello i am experiencing no amniotic fluid while you u r at 16 weeks ? He said all the fluid is out but I never felt my fluid is passing by, I always have yellow discharge. My doctor is telling me that it’s high risk at this stage nd chances for stillbirth or defective baby. Im so worried please let me know can baby will delivered safely with everything normal.
