Is thermal swim wear is necessary for toddlers? What is its advantage of wearing it?

The purpose of thermal swim wear is so to keep warm while in water especially for children. However, thermal swim wear for toddlers does not come cheap (about $100+) whereas you can easily get a decent swimming costume for your toddler at just $15, this is also the reason why not all parents go for thermal swim wear.
