Eczema would be different. Super dry skin, red and itchy. It could be heat rash. Alternativrly to visit another PD/doctor for another opinion. You can also try to use Kodomo Powder Lotion,Sebamed Body Wash or Cetaphil Advanced Pro Cream. Meantime use loose clothes, thin material like bamboo type material or mesh clothes.
