Baby position 28 weeks

Since my 12 weeks scan, 20 weeks scan baby is mostly in breech position. More like sunny side up, with buttocks at my pelvic area. I’m 28 weeks now and still feel the movements around the same area, not in the upper or rib area. Is this normal? Has baby moved before or always in the same position? Overthinking and worrying about the position. Please share if any similar experience or what I should take note of please. Thank you

Baby will fully turn head down mostly from 32 weeks onwards. Therefore it can be too early. Should by 36 weeks no progress then ECV process comes in.
