we rule out food allergy as he has been eating same food. can hive develop due to cold weather?

It could be too. If you rule out allergy then visit dr to cream like QV Moisturiser. I do have on off hives due to dust, weather like too hot or too cold.

Yeah but if possible try to switch to a safe brand and avoid using steroid. In the long run, skin will depend on steroid. While I understand it is not within our control and skin can be flaky but it can also be too dry with blisters if no cream being put on.
