Any idea if this is cradle cap or eczema?

Rashes on the cheeks, looks a little swollen after applying cream. Skin is very dry and rough now.

It is neither of those. It is normal for newborn/few months old baby to have this. It might be just heat rashes. Eczema looks different and cradle cap is for hair only.
