I've seen mommies use hot tubs and if we applied the same concept to the onsen (japanese bath), I reckon you can use it but make sure that the usual hygiene and safety precautions are observed. Be sure that it is clean and well maintained, as organisms found in such places can cause a wide variety of ailments, including skin rashes and infections, urinary tract infections, irritation of the digestive system etc. Before breastfeeding, make sure you take a thorough shower. Also, if the temperature of the onsen is too hot and you feel discomfort, best to step out and take a breather first.
I came across this post where the father blogged that: "The warm, therapeutic waters of an onsen (温泉、hot springs) , and even your own bath at home to be honest, are known to stimulate milk production. My wife claims that her best milk producing days ever (in terms of quantity) were in the few days we stayed at Beppu Onsen (別府温泉) six weeks after our son was born. " Sounds like onsen helped his wife with milk production. You can read more here: http://www.stippy.com/japan-life/first-time-gaijin-dad-3/
