is it normal kalau awal² scan tak nampak kantung baby? but my urine test ade double lines.. what should i do?

My first scan was during 8th weeks pregnancy. And the doctor said there is no heartbeat. Then I pergi clinic lain masa 9 weeks pregnant and Alhamdulillah dah ada dengupan jantung.
