Screaming Toddler

Is it normal to have a toddler aged 3.5yo and screams his lung out when he doesn’t get what he wants? He seems to have night terror and when he’s up from morning bed, the mood goes crazy too. Screaming everywhere and it is so embarrassing especially in public when he can just roll on the floor and scream. ie refuse to eat refuse to wear before going out refuse to sleep/nap refuse to shower.
