Is it normal that toddler often plays with his penis? he's curious about it.

It is actually very normal. At that age he is discovering his body parts and since touching his privates cause a different sensation compared to other parts, this probably fuels the curiosity even more. Also, it is perfectly biological as this is a discovery of his gender, that he is a boy. Don't worry too much about it :)
