baby nose block

Hi all my lo nose is blocked had went to see pd to get saline drops to clear her mucus but she is not drinking a lot and always fussing when i carry her lay down.. doctor suspect she is dehydrated due to her diaper changing quantity.. she poos every 2-3 days which doctor also find it abnormal.. is there a way to help her drink more and poo more often?
