Heat rash or?

I’ve brought up this matter to his PD before but he say it’s nothing serious since LO rashes will subside after shower. It’s probably heat rash or he’s sensitive to something. All the products he use are mostly hypoallergenic. But it’s still pretty concerning to me as he will keep scratching his neck when sleeping at night and wake up with neck rashes to the back. Have anyone experienced the same situation? Might this be an early sign of Eczema?

For my LO, heat rash will occur usually after shower cause we shower with warm water. If heat rash, can let baby go topless daytime or get those holey singlets, likewise for bottom area, can go diaperless to air dry the area after cleaning. At night can dress lightly instead of PJ and remove all the pillows/blankets (kids tend to perspire more easily). I can’t advise if it’s eczema cause we only encountered heat rash before.
