Brushing LO teeth

I have problem brushing my 18m tooth. I have been giving her toothbrush to get used to it. Now she treats it like a toy but keeps biting instead of brushing her teeth. She doesn't allow me to open her mouth or brush her teeth. Any tips? 😊
