Have you tried going through the subsidised route? Is it still unaffordable? If it is, you should consider visiting your nearest social service centre for help.
If u wanna save money then subsidised route is the only way to go, long waiting time but no choice. My cousin's child only started forming sentences close to 4yo, initially suspected speech delay but turns out he just needed more time, going to school n interacting with other kids helped him alot. Don't be disheartened, just wait a little bit longer. Meanwhile just bear with it for subsidised route! Read more to her, talk to her etc
