Ooh I totally get this, pregnancy skin can be so unpredictable! A few of us mums found that bio-oil alone wasn't enough for the overall dryness, so we switched to a proper moisturiser for the body, something richer like a thick cream or lotion, and that made a huge difference with the itching. For face and if the dryness is creeping there too, I'd suggest Mama's Choice Face Moisturiser , it's pregnancy-safe and really helps with that tight, itchy feeling, but honestly even a good fragrance-free body cream from the pharmacy should do the trick for your perut area. One of my mum friends swears by layering moisturiser right after shower when skin is still damp, seems to lock in more hydration!
