Saya tak pernah deliver kat sana, tapi a few of my mum friends kat Pahang area pernah mention Hospital Kuala Lipis, they seemed okay with the experience, though one said the facilities agak basic la compared to bigger hospitals. Best you call them directly or ask in the local Kuala Lipis mummy groups, they'll give you the real tea on waiting time, doctors, and all that!
