Child is scare to wash her hair

My girl is about 2 year and 5 months , recently she always refuses to let us wash her hair . Sometimes she would even reject wiping using wet towels . I’m not sure how I can help . She’s also afraid of bubbles and would run away from them . How can I help improve this situation ?

Ask her look down and close her eyes? My daughter used to be scared till I ask her do so

Play shower games with her.. Let her like bubbles without being in the shower first. Maybe play bubbles in the playground and then lead to the toliet. Watch cartoons or video that is having fun in showering. Have songs for shower (mine is "this is the way u wash ur hair wash ur hair wash ur hair, early in the morning etc)
