White patches on the neck

Hi Asianparents, We are sad to see our baby having this white patches on his neck. We are literally worried now. It started when he was just 1 month old, some have said it was normal but now he's about 3 months old now, this thing is still on his neck. I will share the picture and hoping to get an opinion on this. Thank you
