My 2 year old baby still cannot speak phrases and sentences but can follow instructions. Im worried.

Ang communication style niya sounds like selective talker, marami kasing kids na ganyan, mas gusto nila mag-point at mag-lead rather than mag-verbalize, pero since kailangan mo ng proper assessment, better mag-check with your pediatrician or speech therapist talaga para ma-rule out any concerns at ma-guide properly. A few of us moms went through the same worry din, at ang ilan sa babies namin nag-explode with words by 2.5 or 3, pero kailangan talaga ng professional input kasi alam mo naman bawat bata different. It's good na she follows instructions at physically active siya, those are really positive signs, pero the speech concern deserves a proper check-up lang para peace of mind ninyo.
