Aih, this is such a common worry, isn't it! From what I hear from other mums, it's actually more common the other way around, they mistake a boy for a girl because the penis can hide or look like the umbilical cord, rather than missing testis that's clearly visible. If your doctor saw testis on the scan, that's usually quite reliable, but I know a few mums who've had borderline scans at 20 weeks where the sonographer wasn't 100% certain, and sometimes babies surprise us when they arrive. If you're really unsure, some mums swear by the blood test, it's more definitive, though I understand it's another step and cost. At the end of the day, baby's healthy is what matters most, but I totally understand wanting to be sure for planning purposes!
