From what they shared, yes, husband boleh stay in the labor room, most government hospitals allow it, so he can support you throughout. Best thing is to call the maternity ward directly at PPUM to confirm their exact policies and procedures for first-time moms, sebab kadang-kadang ada small details yang differ between wards.
