Is the non-refundable registration fees of $500+ for a childcare center way too exorbitant?

I would think it is unless it is given a breakdown. Lie the mummy above mentioned there shld be something to help part of it be refundable? Unless its consumables for the child. Otherwise 500 is a lot!
