My child grew up in the states so he doesn't know how to speak Filipino. He's five. Can you guys give me some tips on how to make him want to learn it?

I'd suggest just talk to him in Tagalog and teach as you go. My almost 5 year old (turning 5 next Tuesday!) speaks only English but can understand Tagalog and speak a few words. :-)
