Hey mamsh! Okay so from what a few of us have learned, if your 3 year old is flying with grandparents instead of parents, kailangan mo ng travel clearance from DSWD, that's the key thing. But if one or both parents are traveling with the kiddo, hindi na kailangan ng permit, you just need a valid document like birth certificate lang.
