Usually ang PT ay hindi pa sensitive enough to detect kung very low pa lang ang hCG levels, pero ang quantitative beta serum test ay mas accurate kaya nakikita nito, this often happens din if you tested too early or if your hCG is rising but still really mababa pa. I'd say check with your doctor para sa follow-up beta test in a few days to see kung tumaas na, kasi that's the real indicator na healthy ang pregnancy; some of us had this situation and turned out okay naman, pero kailangan talaga ng medical follow-up para ma-confirm.
