Is this diaper rash??

Is this diaper rash?? My baby is only 2 weeks old and we have been diligently changing his diaper every 2 to 2.5hrly, irregardless whether is it soiled or not... Worried if it is an allergic reaction or something. Have also been applying lucas papaw to prevent diaper rash.. Anxious first time mum here
